Topic: What are we looking at .... Telecom projects in China

Abstract: Shortly after the 2008 Beijing Olympic, somewhere around 2009 or early 2010, the telecommunication landscape in China will change dramatically due to their WTO membership commitment that the market will be open to international competition. When we look at a potential market that can grow from the current 500 million users within a total population of 1.3 billion, it is certainly a challenge to any international organization who may wish to capture this potential opportunity. Program/Project Managers will be the Marines that will engage in project delivery to establish the beach head. We shall look at: * How the current service infrastructure can influence the strategy and tactics of telecom project delivery? * What resources (from infrastructures to IT engineers) are available in China that can help them to deliver their future engagement? * How are projects being delivered in China? * What are the challenges that may influence the success or failure of your assignment? Target Audience: * Program Managers * Project Managers, * Telecom Engineers * Business Managers * Anyone who wish to gain some firsthand knowledge of the current telecom market in China. Hubert VaughanPresenter: Professor Hubert Vaughan

Presenter Bio: Graduate from Melbourne University_ Australia_ and received his MBA at York University, Canada, Hubert commenced his career with National Mutual Insurance in the field of Information Technology in 1972. The last 30+ years had served a number of International Organization around the world, including IBM, DEC, Unisys, Tandem, Cable & Wireless, Bell Canada, ANZ Banking Group and Bank of Montreal holding senior management positions in Technology related services. His career covered the five major continents around the world, had lived and worked in Australia; US, Canada and Latin American countries; Taiwan, China, Hong Kong, Singapore, and Malaysia in Asian Pacific; Germany; as well as based in London covering the Europe, Middle East, and Africa region. Hubert's career covered software development, professional services, technology consulting, project/program management, strategic planning as well as business development, holding senior positions as Director, Assistant Vice President, and Vice President around the world. Hubert is a committee member of PMI's CGC's Program Management Credentialing Committee. Currently a Professor at the Institute of International Engineering Project Management of Tsinghua University; Graduate School of the China Academy of Science; Software College of Beijing University of Astronautics and Aeronautics; Software College of Nankai University, as well as the School of Software Engineering of the Harbin Institute of Technology. Apart from his teaching engagements, Hubert also acts as consultant for numerous State Owned Organizations in China. Currently a program consultant for the China Galileo Navigation Satellite Program in China, an Advisor to the Jiangsu Provincial Transportation Technology Institute on Project Management_a Program Management Consultant to the 2010 Shanghai Expo, and most recently the Program Planner for the First Aviation Institute of China .
